On August 21, CMEC Group held the kickoff meeting for its 15th Five-Year Digital & Intelligent Planning and Business Digital & Intelligent Construction. The meeting earnestly implemented General Secretary Xi Jinping’s important remarks on developing the digital economy, fully implemented the strategic plans of the CPC Central Committee and the State Council on Digital China and other initiatives, and thoroughly carried out the requirements of the State-owned Assets Supervision and Administration Commission (SASAC) on financial digital and intelligent transformation and penetrating supervision, as well as the work arrangements of SINOMACH. Closely aligned with CMEC Group’s 15th Five-Year development plan, the meeting officially launched the digital and intelligent planning and specialized business digital and intelligent construction, leveraging high-quality digital and intelligent transformation to support the development of a technology-driven specialized engineering company.

At the meeting, Tian Zheng, Chief Financial Officer and Secretary to the Board of Directors of CMEC Group, presented the CMEC Group 15th Five-Year Digital & Intelligent Transformation and Business Digital & Intelligent Construction Plan, covering aspects such as top-level design, overall objectives, and implementation pathways.

Fang Yanshui, General Manager of CMEC Group, chaired the meeting and put forward three requirements for implementing the guiding principles of the meeting:

First, raise political awareness and unify thinking. Gain a deep understanding of the strategic urgency of digital and intelligent transformation, and guide all employees to integrate digital and intelligent mindsets into every aspect of production and operations.

Second, consolidate responsibilities and promote systematic implementation. The “first leaders” of all units should take personal charge, establish mechanisms for monthly coordination, quarterly reporting, and annual assessment, and resolutely fulfill the mandatory tasks of digital and intelligent construction.

Third, focus on tangible outcomes and break through bottlenecks. Adhere to a problem-oriented, goal-oriented, and value-oriented approach, truly unleash the practical value of digital and intelligent systems, and make “group-wide digital intelligence and full-chain connectivity” a shared understanding and a voluntary practice for all employees.

Wang Bo, Party Secretary and Chairman of CMEC Group, put forward five expectations from the perspectives of strategic positioning, systematic deployment, and value orientation:

First, grasp the broader trends and identify the right direction amid changing times, responding to the call of the era through digital and intelligent transformation. Deeply recognize that artificial intelligence is rapidly transforming from a “key variable” into a “powerful growth driver” for high-quality development. The traditional supervisory model of “looking at reports after the fact” must fundamentally shift to “real-time penetrating oversight.” The dividends of physical integration urgently need to be realized through “chemical fusion” at the data level.

Second, pursue governance upgrading and strengthen internal capabilities, driving value enhancement through management reform. Emphasize that digital and intelligent construction represents a collective endeavor in governance modernization. Extract frontline experience to build data-driven organizational capabilities, proactively bridge gaps to break down the invisible barriers of fragmented management, and safeguard the steady and sustainable development of international operations through solid digital and intelligent support.

Third, align with the broader strategic blueprint and identify key points of integration within the SINOMACH framework, building an integrated ecosystem through collaborative efforts. Define the working principles of “alignment upward, integration inward, and compatibility forward.” Deeply focus on core scenarios in industrialization construction, build a unified master data system with standardized rules, and develop a future-proof flexible architecture, positioning itself as the industrialization construction capability component within SINOMACH’s overall AI ecosystem.

Fourth, shoulder significant responsibilities and strengthen resolve in tackling challenges, creating model benchmarks with the spirit of “driving a nail.” Require the dedicated task force to focus on key issues with clear priorities, and project teams to establish rigid rules with standards taking precedence. Foster a collaborative ecosystem where business and finance move in tandem, and connect the nerve endings of business supervision, turning this specialized effort into a replicable benchmark.

Fifth, build a solid foundation through data governance and cultivate a lasting legacy with digital assets. Call on all employees to adopt the mindset of “planting a tree” and the perseverance of “driving a nail,” empowering industrialization construction with digital and intelligent technologies, and strengthening the management foundation through business-finance integration, to build a set of organizational memory and digital assets that can endure through cycles and stand the test of time.

The meeting was held in a hybrid format combining onsite and video participation. A total of 120 attendees participated, including leaders in charge of digital and intelligent work from various equity-owned enterprises, assistant-level and above personnel from all headquarters departments and business divisions, principal leaders of subsidiary companies, and leaders responsible for digital and intelligent initiatives.
