On August 11, CMEC Group and the Government of Cape Verde signed the Memorandum of Understanding on Multi-Sector Strategic Development in Cape Verde in the capital city of Praia, committing to practical cooperation in areas including energy system upgrading, water resource utilization, agricultural modernization, and regional economic development. Wang Bo, Chairman of CMEC Group, and José Carlos Varela, Minister of Coordination of Special Projects and Access to Funds of Cape Verde, signed the agreement on behalf of the two sides. Prime Minister Francisco Carvalho of Cape Verde and Zhang Yang, Chinese Ambassador to Cape Verde, attended the signing ceremony.

At the signing ceremony, Wang Bo first expressed his gratitude to Prime Minister Francisco Carvalho for attending the ceremony and for his recognition and support of CMEC Group’s participation in major livelihood projects in Cape Verde. He highlighted CMEC Group’s comprehensive strengths in design consulting, industrialization construction, investment and financing, and operation and maintenance, as well as its practical experience in international cooperation. He noted that the company’s business philosophy of leveraging technology-driven specialized engineering services to support global livelihood development is highly aligned with the development vision of Cape Verde’s new government. He expressed the hope that the signing of this MOU would serve as an opportunity to leverage CMEC Group’s strengths, uphold the principles of mutual benefit and win-win cooperation, deepen practical collaboration, and work hand in hand with Cape Verde to advance the implementation of cooperation projects across various sectors, making greater contributions to the well-being of the Cape Verdean people.

In his address, Ambassador Zhang Yang noted that China and Cape Verde have always adhered to the principles of equality, mutual respect, friendly cooperation, and mutual benefit over the 50 years since the establishment of diplomatic relations. Following the formation of Cape Verde’s new government in June this year, bilateral political trust has reached a new height. The signing of this MOU reflects the firm commitment of both countries to deepening mutually beneficial cooperation, and he expressed the hope that both sides would take this as a starting point to expedite project implementation and achieve shared development at a higher level.

Prime Minister Francisco Carvalho highly commended CMEC Group’s active role and significant contributions to Cape Verde’s economic and social development, particularly in the area of livelihood improvement. He noted that Cape Verde’s new government attaches great importance to cooperation with China, and that the areas covered by this MOU are of critical importance to the new government’s governance and national development. He expressed the expectation that CMEC Group would fully mobilize its advantageous resources and leverage its integrated capabilities to join hands with Cape Verde in deepening cooperation through innovative models, achieving even more fruitful results across a broader spectrum of sectors.
