CFO of SINOMACH Zhou Mingqin Visits Angola and Côte d’Ivoire for Research
From July 20 to 25, Zhou Mingqin, Chief Financial Officer of SINOMACH, led a delegation to Angola and Côte d’Ivoire for special research on overseas projects. During the visit, the delegation paid courtesy calls on the Chinese ambassadors to the two countries, conducted on-site inspections of project sites, convened symposiums with local enterprises including CMEC Group, and set forth work arrangements for promoting the high-quality development of overseas operations. Su Ye, Director of the Audit Department of SINOMACH; Wu Xuan, Deputy Director of the Financial Assets Department; Tian Zheng, Chief Financial Officer of CMEC Group; and Kang Zhifeng, Chief Financial Officer of CAMCE, accompanied the research visit.
Research in Angola
During their stay in Angola, Zhou Mingqin and his delegation paid a courtesy call on Zhang Bin, Chinese Ambassador to Angola, and held in-depth discussions on deepening China-Angola economic and trade cooperation and promoting high-quality Belt and Road cooperation. Zhou Mingqin expressed gratitude to the Embassy for its longstanding support for SINOMACH’s business in Angola, and stated that the Group would continue to deepen its presence in the Angolan market, strengthen localized compliance management, and strengthen industrial cooperation, contributing to the building of a China-Angola community with a shared future. Ambassador Zhang Bin fully affirmed the achievements made by SINOMACH through its long-term commitment to the Angolan market, and expressed the hope that SINOMACH would continue to leverage its professional strengths to make even greater contributions to the high-quality development of China-Angola economic and trade cooperation.



During the research visit, Zhou Mingqin conducted on-site inspections of the Phase-III Project of Gandela Bulo Waterworks, social housing and related infrastructure projects undertaken by CMEC, and the Angola Huatong Electrolytic Aluminum Production Line Project undertaken by CAMCE RESOURCES CO., LTD. (CAMCE Jiangsu). He toured the workshops and project sites, gaining a detailed understanding of production, construction, and operation, while also extending his regards to frontline staff and fully affirming the achievements made on these projects.
Research in Côte d’Ivoire
During the research visit to Côte d’Ivoire, Zhou Mingqin and his delegation paid a courtesy call on Wu Jie, Chinese Ambassador to Côte d’Ivoire, and briefed him on SINOMACH’s core strengths in advanced equipment manufacturing, industrial infrastructure R&D, industrialization construction, and supply chain services, while also reporting on local institutional presence and business progress. Ambassador Wu Jie fully affirmed SINOMACH’s business achievements in Côte d’Ivoire and briefed the delegation on the local political, economic, and foreign investment policy landscape. The two sides also engaged in in-depth exchanges on overseas operational risk prevention and control.



Zhou Mingqin and his delegation then visited the power archives project site and the concrete pole plant undertaken by CMEC to study local market demand, supply chain supporting facilities, and local employment, while also extending regards to frontline staff.
During the research visit, Zhou Mingqin held in-depth symposiums with CMEC Group’s local offices and project teams in both countries. He fully affirmed the operational achievements made by CMEC Group in its overseas markets and conducted on-site inspections of the implementation of workplace safety measures. He emphasized the following:
First, CMEC Group must strengthen political awareness and uphold the mission of central state-owned enterprises. All work arrangements of the central government and the Group must be implemented without compromise. Operations should be conducted with integrity and a positive corporate image should be maintained, contributing through practical actions to the building of a community with a shared future for mankind.
Second, the Group should improve compliance management and enhance the overseas management and control system. A full-process management mechanism tailored to overseas operations should be established. Financial management should be improved, and an audit and penetrating supervision system should be put in place. Localization, industrialization, specialization, and differentiated development of overseas operations should be steadily advanced.
Third, the company should strengthen internal and external synergy and amplify overseas brand advantages. Overseas resources, management capabilities, and professional expertise should be integrated and coordinated. Management, information, and resource synergy channels should be opened up to continuously enhance SINOMACH’s core competitiveness and brand influence in overseas markets.


This research visit has charted a clear course for CMEC Group’s business operations in Africa in terms of compliance management, risk control, and localized deep cultivation. Going forward, CMEC Group will resolutely implement the work arrangements set forth during the research visit, strictly uphold the bottom lines of workplace safety and compliance management, deepen localization, strengthen internal and external synergy, continuously consolidate its overseas development foundation, and steadily promote the high-quality development of its business operations in Africa.
