Deepening Internal Synergy: Chen Fan and Delegation Visit IPPR for Exchange
On May 19, Chen Fan, Deputy General Manager of CMEC Group and Party Secretary and Chairman of China Machinery International Engineering Design & Research Institute Co., Ltd. (CMIE), led a delegation to IPPR (Institute of Project Planning and Research), a subsidiary of CMEC Group, for learning and exchange. Li Haixin, Deputy Secretary of the Party Committee and General Manager of China CAMC Engineering Co., Ltd. (CAMCE) and Party Secretary and Chairman of IPPR, received the delegation. The two sides held in-depth discussions on topics including enterprise reform and development, deepening business synergy, and planning for the 15th Five-Year Plan.

During the meeting, IPPR presented its specialized development journey, with a focus on the specific measures and outcomes of its deepening reform in the mid-to-late stage of the 14th Five-Year Plan period, and provided a comprehensive overview of the formulation of its 15th Five-Year Plan development strategy.
In the exchange session, the two sides engaged in in-depth discussions on how to better serve the industrial construction and supply chain core business of SINOMACH, and expand cooperation space, covering areas such as business development, operational synergy, project management, and cadre exchange, reaching broad consensus.
Li Haixin extended a sincere welcome to Chen Fan and his delegation, noting that during the 15th Five-Year Plan period, IPPR will continue to firmly pursue the path of specialized development, further focus its business areas, allocate resources precisely, prioritize the extension of the industrial chain in specialized fields, and pay attention to regional risk prevention and control. He pointed out that the two sides have a solid foundation for cooperation and should further strengthen internal synergy within the group to achieve tangible results in major projects, technological breakthroughs, and model innovation.
Chen Fan remarked that IPPR’s experience and practices in specialized development and enterprise reform are highly worth learning from, and expressed the hope that the two sides would take this exchange as an opportunity to further strengthen communication and alignment. Looking ahead to the new period of the 15th Five-Year Plan, he expressed the desire to deepen cooperation in areas such as scientific and technological innovation, market expansion, and talent development, promote resource sharing and capability complementarity for coordinated development, and jointly enhance the ability to serve national strategies and the group’s core responsibilities and businesses.
This exchange and discussion further consolidated the foundation for practical cooperation between the two sides and established an efficient communication and alignment platform.
