On April 27, Fang Yanshui, General Manager of China Machinery Engineering Group Corporation (CMEC Group), attended the groundbreaking ceremony of the Tébessa Combined Cycle Power Plant Project, which is being undertaken by CNEEC, a subsidiary of CMEC Group, on an EPC turnkey basis. He was accompanied by Yan Weihua, General Manager of CNEEC.

The groundbreaking ceremony of the Tébessa Combined Cycle Gas Turbine Power Plant Project was held ceremoniously at the project site. Mourad Adjal, Minister of Energy and Renewable Energies of Algeria, attended the ceremony, officiated at the foundation laying and unveiling, and delivered a speech. Representatives from the project owner, Sonelgaz (National Company for Electricity and Gas of Algeria), the Governor of Tébessa Province, the head of the Directorate of Energy and Renewable Energies of the Constantine Region, and the Mayor of El Aouinet, among others, jointly witnessed this important milestone marking the launch of the project.

Minister Mourad Adjal noted that the Tébessa Power Plant is a key project for Algeria to safeguard its national energy security and improve the power grid in the eastern region. Once completed, it will become the largest energy investment project in Tébessa Province, injecting strong momentum into local economic development.

Fang Yanshui stated that the Tébessa Project is an outstanding achievement of China-Algeria economic and trade cooperation. It will ensure the electricity supply for local industries and residents, create a large number of jobs, cultivate numerous professional and technical personnel, and effectively improve people's livelihoods. CNEEC will work in full cooperation with all parties to ensure safety and quality, deliver the project on schedule, and hand over a high-quality project to the owner.

Prior to the groundbreaking ceremony, Fang Yanshui attended a dedicated project briefing on CNEEC's Tébessa Project, expressed his congratulations on the project commencement, and put forward work requirements:

First, leverage the technical and management advantages of CMEC Group and CNEEC in the gas turbine sector, promote refined management throughout the entire project life cycle, build a strong project team, deploy specialized professional resources, and advance the establishment of an engineering management system.

Second, CNEEC should deepen its presence in Algeria, fully understand the characteristics of the local market, and adapt its project execution and development efforts to local conditions.

Third, CNEEC must attach great importance to work safety, fully and strictly implement all work safety requirements with a sense of responsibility that never rests easy.

Yan Weihua remarked that General Manager Fang Yanshui's presence at the project site on the very first day of the Tébessa Project's commencement had both instilled confidence and provided clear direction for the project team, as well as laid a solid foundation for a steady start and smooth progress of the project. CNEEC will focus on solidifying preliminary planning, strengthening key tasks such as the construction of the engineering management system and localized cultivation, and comprehensively enhancing its project performance capability.

Fang Yanshui convened a research meeting for CMEC Group's enterprises operating in Algeria, during which he heard reports from CAMCE, CNEEC, China Machinery Industrial Second Construction Co., Ltd., CMMEC, and other enterprises. He emphasized that all CMEC Group business units in Algeria should anchor themselves in the main channel of industrialization development as outlined in CMEC Group's "15th Five-Year Plan." While effectively managing their respective operations, they should strengthen internal synergies and resources sharing among CMEC Group's member companies, pool their strengths, enhance the Group's value creation capability, and provide better services to clients. At the meeting, Fang Yanshui also put forward clear requirements for all units to solidify work safety responsibilities and strictly adhere to the safety bottom line.

During the research mission, Fang Yanshui led a delegation to engage in extensive exchanges with GEAT, the project partner. Yan Weihua led a delegation to visit the Chinese Commercial Counsellor in Algeria, reporting on project progress and expressing gratitude for the strong support the Embassy has provided to CNEEC's business in Algeria.

Yuan Bo, Deputy General Manager of CNEEC, along with relevant responsible representatives from its Assets and Finance Department and the Sixth Business Division, accompanied the delegation during the activities.
