Qian Xuegang and His Delegation Conduct Project Inspection in Cambodia

From April 22 to 26, Qian Xuegang, Assistant General Manager of China Machinery Engineering Group Corporation (CMEC Group) and Head of its Engineering Management Department, led a delegation to Cambodia to conduct an on-site inspection of the Koh Kong 2×450MW Combined Cycle Gas Turbine Power Plant Project.

The inspection team conducted thorough checks on construction progress, engineering quality, safety management, and material management in areas including the gas turbine power plant, the LNG terminal, and the LNG jetty. They systematically verified the operational status of various management systems, including construction submission procedures, technical disclosures, document archiving, on-site procurement, seal management, financial operations, and the safety and quality management system. The inspection team held discussions with the project manager, heads of relevant departments, and various construction contractors to understand the difficulties and key issues in project advancement. During exchanges with the owner's on-site representative, the owner spoke highly of the project's progress and expressed the hope that CMEC, the headquarters of CMEC Group, would continue to leverage its general contracting management advantages, coordinate all participating construction entities to work in synergy, and ensure the timely achievement of the grid connection target.

At the concluding meeting, the inspection team affirmed the project's phased achievements. Qian Xuegang led the study of the "Ten Hard Measures for Work Safety," noting that this project encompasses three major sectors: electric power, chemical engineering, and marine engineering. He called on the project team to continuously enhance safety management awareness and implement the ten hard measures item by item in on-site management. He also urged the team to strictly control quality, strengthen the inspection of incoming materials and whole-process quality control; supervise contractors in preparing for construction activities to ensure continuous operations and strict adherence to critical milestones; strengthen refined material management and dynamically track equipment deliveries; systematically review contract terms, proactively establish proof chains for claims, and actively prevent schedule and cost risks.

The project team stated that it would strictly implement the inspection requirements, carry out closed-loop rectification for each identified issue, and effectively translate the inspection results into concrete actions to improve quality and efficiency, ensuring the safe, efficient, and compliant advancement of the project.

The inspection team also visited CMEC Group's Cambodia branch, where it heard reports on overall operations and business development. Qian Xuegang affirmed the branch's achievements in project development and localized collaboration, recommending: deepening project development and expanding diversified business layouts; strictly managing overseas Chinese personnel and solidifying safety and compliance responsibilities; maintaining closed-loop control of project revenues and expenditures to ensure precise and efficient fund management; and sustaining the digitalization of procurement processes to enhance full-process transparency.

Relevant representatives from the Fifth Complete Plant Department of CMEC Group, among others, accompanied the delegation during the inspection.
