Fang Yanshui Visits COECC for Work Inspection

On March 17, Fang Yanshui, Deputy Party Secretary and General Manager of China Machinery Engineering Group Corporation (CMEC Group), led a delegation to conduct a work inspection at China Ocean Engineering Construction Corporation Limited (COECC)—a subsidiary of CMEC Group. The meeting was chaired by Li Yiping, Party Secretary and Chairman of COECC.

At the inspection meeting, Li Yiping extended a warm welcome to Fang Yanshui and his team and delivered a comprehensive report on COECC’s operational performance, market expansion, and key initiatives. He emphasized that COECC will resolutely implement CMEC Group’s strategic directives, stay firmly anchored in its core responsibilities and primary business lines, strengthen its core capabilities, and deeply integrate into the Group’s coordinated development framework—thereby making solid contributions to CMEC Group’s vision of becoming a “technology-driven, specialized engineering company.”

Fang Yanshui fully affirmed COECC’s phased achievements amid its reform and transformation process and expressed heartfelt appreciation to all staff for their perseverance in tackling challenges and successfully completing the relocation of the company headquarters. He noted that in recent years, COECC has maintained a clear strategic positioning and executed its work with solid determination, laying a robust foundation for high-quality development. He then outlined four key requirements for the next phase:

First, forge core competitive capabilities: COECC must steadfastly pursue a path of specialization, deepen its focus on marine engineering as its core business, refine and strengthen distinctive segments such as nuclear power marine works and fisheries/fishery port infrastructure, enhance talent development, increase R&D investment, and improve resource integration—all to build a core competitive edge for high-quality growth and further elevate the “CMEC Marine Engineering” brand.

Second, enhance market expansion effectiveness: While consolidating traditional strengths, COECC should actively expand into international markets, leveraging CMEC Group’s overseas resources to boost its global operational capacity and sophistication. It must accurately align with local policy directions to ensure high-quality project resources are effectively converted into tangible business outcomes.

Third, steadily advance key special initiatives: COECC must strengthen its capacity to manage special tasks, ensuring all state-owned enterprise reform objectives are completed on schedule and to a high standard. It should efficiently revitalize existing assets and refine its qualification system, embedding compliance throughout every stage of corporate development and continuously reinforcing its compliance management framework.

Fourth, uphold the bottom line of safe and sustainable development: COECC must consistently reinforce a safety-first mindset, rigorously enforce accountability for workplace safety at all levels, strengthen end-to-end safety oversight—especially for small- and medium-sized projects—and eliminate blind spots in supervision and complacency, thereby ensuring a continuously stable and improving safety record.

Fang Yanshui stressed that CMEC Group will continue to firmly support COECC’s reform, transformation, and upgrading efforts, further optimize mechanisms for managing special initiatives, and prioritize resource alignment for business synergy—working hand-in-hand to drive the enterprise toward higher-quality, sustainable development.

The inspection was attended by officials from CMEC Group’s Finance Management Department, Operations Management Department, and the 5th Complete Plant Department. COECC’s senior leadership team, heads of relevant departments, and members of the Yangtze River Delta Regional Center leadership also participated in the meeting.
