Striving to Forge a New Chapter of High-Quality Development in the 15th Five-Year Plan Period—CMEC Group Holds 2026 Work Conference

On January 19, China Machinery Engineering Group Corporation (CMEC Group) convened its 2026 Work Conference. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the meeting fully implemented the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and the Central Economic Work Conference, earnestly carried out General Secretary Xi Jinping’s important instructions, and acted in accordance with the requirements of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) and the work deployment of SINOMACH’s annual conference. The conference comprehensively reviewed the Group’s achievements during the 14th Five-Year Plan period, analyzed the current situation, and laid out key tasks for the next phase, ensuring a strong start to the 15th Five-Year Plan.






Representatives from CMEC Group headquarters and its member enterprises presented highlights of their key accomplishments in 2025 and throughout the 14th Five-Year Plan period, and shared insights on the overall strategic approach for the 15th Five-Year Plan and priority tasks for 2026.

Fang Yanshui, Deputy Party Secretary and General Manager of CMEC Group, delivered a business work report titled “Staying committed to the Strategic Course, Accelerating Transformation in Industrialization-Oriented Construction, and Driving High-Quality Resilient Development through Concrete Action and Responsibility.”
In his report, Fang Yanshui reviewed CMEC Group’s major business achievements during the 14th Five-Year Plan period and its key operational results in 2025. He noted that, confronted with a complex and volatile international landscape and a deeply transforming industry environment, CMEC Group resolutely implemented the decisions and plans of the company’s Party Committee, firmly adhered to its mission—“leveraging SINOMACH’s core strengths to serve national strategic needs”—and centered its efforts on high-quality resilient development. The Group has made significant progress in fulfilling its functional role, building a value-driven headquarters, operational performance, business transformation and upgrading, technological innovation, synergy and integration, and entity-based operations. This transition—from “setting sail” to “steady steering”—has laid a solid foundation for development during the “15th Five-Year Plan” period.
Regarding work in 2026, Fang Yanshui put forward five key requirements:
First, unwaveringly implement the 15th Five-Year Plan strategy without deviation;
Second, steadfastly pursue high-quality resilient development without wavering;
Third, continuously advance synergy and integration without pause;
Fourth, persistently empower operations through technology without slackening;
Fifth, rigorously uphold compliance and risk-control baselines without relaxation.












The conference recognized business units that delivered outstanding performance in 2025 across key areas including reform and revitalization, market expansion, technology empowerment, coordinated internationalization, and exceptional project execution. 2026 Annual Business Target Responsibility Agreements were also issued to the member enterprises.








Wang Bo, Party Secretary and Chairman of CMEC Group, delivered a concluding address titled “Carrying Forward Our Mission, Advancing Through Synergy, and Striving to Open a New Chapter of High-Quality Development for CMEC Group in the 15th Five-Year Plan Period.”

Wang Bo systematically reviewed the development journey of CMEC Group since its establishment and fully affirmed the achievements made by its member enterprises during the “14th Five-Year Plan” period. Under the strong leadership of the Group’s Party Committee, CMEC Group has achieved a profound transformation—from “physical integration” to “chemical fusion,” and from “scale expansion” to “quality enhancement.” Always keeping in mind the nation’s overarching priorities, the Group has consistently demonstrated its value and sharpened its strengths in serving national strategies; fostered new quality productive forces and built differentiated competitiveness through innovation in market competition; optimized governance and energized operations by deepening reform and tackling complex challenges; and strengthened Party-building leadership to hone teams and unify efforts through real-world practice. Centered firmly on the core principle of “high-quality resilient development,” CMEC Group has courageously pursued “the right yet difficult path,” advanced under pressure, embraced innovation, and steadily deepened its entity-based operational model—successfully concluding the 14th Five-Year Plan and laying a robust foundation for high-quality development in the 15th Five-Year Plan period.
Wang Bo pointed out that CMEC Group currently operates in an environment where opportunities and challenges coexist. The Group must carry forward the spirit of historical initiative, maintain strategic resolve, accurately recognize changes, respond scientifically, and proactively seek transformation—striving to cultivate new opportunities amid crises and open new horizons within evolving circumstances.
Wang emphasized that at the beginning of the 15th Five-Year Plan period, CMEC Group must remain firmly aligned with national strategies and SINOMACH’s core responsibilities and main business focus. It should anchor itself in the strategic positioning of “building a technology-driven, specialized engineering company—led by world-class consulting and design, powered by scientific and technological innovation, and supported by SINOMACH’s advanced equipment manufacturing capabilities.” The Group must steadfastly prioritize high-quality development as its overarching task, center on fostering new quality productive forces as the key lever, focus on strengthening core functions and enhancing core competitiveness, and base its efforts on industrialization-oriented construction. With deepened reform and innovation as twin engines, CMEC Group will resolutely pursue a path of specialization, differentiation, and internationalization, striving to write a new chapter in high-quality industrial construction and make greater contributions to SINOMACH’s accelerated advancement toward becoming a world-leading enterprise in the global machinery industry.
More than 500 representatives attended the conference, including external directors of CMEC Group, officials from the company’s Supervision Office, members of the CMEC Group Headquarters leadership team, leaders of member and affiliated enterprises, and heads of headquarters departments. The meeting was chaired by Xie Ke, Deputy General Manager of CMEC Group.
