Xie Ke Advances Signing of Luanda Railway Rehabilitation Project in Angola and Conducts a Series of Field Visits and Business Engagements

From January 11 to 14, Xie Ke, Deputy General Manager of China Machinery Engineering Group Corporation (CMEC Group), traveled to Angola to facilitate the signing of the Luanda Railway Rehabilitation Project and conducted on-site inspections and a series of business engagements.

Signing Ceremony for the Luanda Railway Rehabilitation Project

Under the witness of Mr. Xie, Bai Ping, Assistant General Manager of the 2nd Complete Plant Department of China Machinery Engineering Corporation (CMEC)—headquarters of CMEC Group—and Eugénio Fernandes, Director-General of the National Concessions Department, Ministry of Transport of Angola, signed the contract for the rehabilitation of the Bungo-Baia section of the Luanda Railway on behalf of their respective parties. This project marks the fourth railway construction contract secured by CMEC in Angola, covering a total length of nearly 180 kilometers. It constitutes the sole rail link connecting Angola’s capital city with the new international airport and has a contractual duration of 24 months. The successful signing represents another significant milestone in CMEC’s sustained commitment to the Angolan market.

Visit to the Chinese Embassy in Angola

Mr. Xie paid a courtesy call on H.E. Zhang Bin, Ambassador of the People’s Republic of China to Angola. Ambassador Zhang highly commended CMEC Group for its outstanding project performance in Angola and the positive social impact generated. He expressed his hope that CMEC Group will continue leveraging its comprehensive strengths and actively seize opportunities presented by the deepening China-Angola relationship, making even greater contributions to bilateral relations.

Mr. Xie expressed sincere gratitude for the consistent guidance and support from the Embassy. He briefed Ambassador Zhang on CMEC Group’s overall business progress in Angola and the implementation status of key projects. He emphasized that, anchored in its positioning as a technology-driven, specialized engineering enterprise and backed by SINOMACH’s industrial advantages, CMEC Group remains committed to deepening its presence in the Angolan market and contributing more substantially to Angola’s industrial upgrading and improvement of people’s livelihoods.

Visit to the Ministry of Transport of Angola

Mr. Xie met with José Bengue, Secretary of State for Land Transport of Angola. He provided a comprehensive overview of CMEC’s 24-year collaboration with the Ministry of Transport of Angola, highlighting key achievements, and updated Mr. Bengue on the latest progress of ongoing projects. Mr. Xie affirmed that CMEC will implement the Luanda Railway rehabilitation project with cutting-edge technologies and the highest standards, ensuring efficient execution. He also expressed CMEC’s readiness to mobilize China’s premium resources to actively participate in future railway technical upgrades and efficiency enhancement initiatives led by the Ministry. Secretary Bengue highly praised CMEC’s professional expertise, project management capabilities, and execution efficiency in the land transport sector. He described CMEC as one of the few truly reliable long-term partners and emphasized that the Angolan government would continue to fully support the smooth implementation of relevant projects—including modernization, upgrading, and operation & maintenance of both new and existing railway infrastructure.

Visit to the Ministry of Energy and Water of Angola

Mr. Xie met with António Bessa Costa, Secretary of State for Water of Angola. The two sides reviewed the strong mutual trust and cooperative relationship built through project implementation since 2005. Secretary Costa highly commended the operational performance of the Candelabro Water Plant Phase III Project executed by CMEC. He expressed his willingness to further deepen collaboration—and provide continued support—in areas such as water supply infrastructure construction and rehabilitation, operation & maintenance, and commercialized utility management. In response, Mr. Xie systematically presented CMEC’s capabilities in the water sector and reported on the progress of key ongoing projects. He emphasized CMEC’s readiness to leverage advanced technologies, including artificial intelligence (AI), to actively engage in the modernization of existing water treatment facilities and future project planning, thereby supporting the sustainable and high-quality development of Angola’s water utilities.

Coordination Meeting for CMEC Group’s Angola-Based Units

Mr. Xie convened a coordination meeting with CMEC Group’s Angola-based operating units. Representatives from CMEC, its subsidiary JK Institute, and CAMCE—another key member enterprise of CMEC Group—delivered focused presentations on ongoing and priority pipeline projects, as well as their strategic outlook for future development. The participants engaged in pragmatic and in-depth discussions on critical topics such as financing models and business development pathways. Mr. Xie highly commended the remarkable achievements of all units in Angola. He provided a systematic interpretation of the strategic direction and key priorities outlined by CMEC Group for the upcoming 15th Five-Year Plan. He encouraged all units to proactively align with the Group’s vision of building a “technology-driven, specialized engineering company” and implement the “Three New” development approach, so as to make even greater contributions to CMEC Group’s sustained growth in the Angolan market.

On-Site Inspection of Ongoing Projects in Angola

Mr. Xie conducted field visits to the Candelabro Water Plant Phase III Project and the Luanda Railway Bungo-Baia Double-Track Section Project. He warmly greeted project teams working on the front lines and focused his inspection on project progress, quality assurance, and operation & maintenance management during the warranty period. He affirmed the strong performance in both construction and operational phases, and emphasized the need to continuously enhance contract execution capabilities and management standards. He stressed the paramount importance of workplace safety and called for sustained efforts to strengthen CMEC Group’s brand reputation and goodwill in Angola.
