Cabo Verde’s Minister of Agriculture and Environment and Ambassador to China Visit CMEC Group
On January 5, Wang Bo, Chairman of China Machinery Engineering Group Corporation (CMEC Group), met at the company’s headquarters with a delegation led by Gilberto Correia Carvalho Silva, Minister of Agriculture and Environment of Cabo Verde, and Arlindo do Rosário, Ambassador of Cabo Verde to China. The two sides held in-depth discussions on the implementation of ongoing projects and explored opportunities to expand cooperation in infrastructure development, agricultural modernization, and marine resource utilization. Also attending the meeting were Lin Huifang, Deputy Director-General of the Foreign Economic Cooperation Center, MARA, P. R. China, and Xie Ke, Deputy General Manager of CMEC Group.


Chairman Wang extended a warm welcome on behalf of CMEC Group to Minister Silva and Ambassador do Rosário, expressing sincere gratitude to the Government of Cabo Verde and China’s Ministry of Agriculture and Rural Affairs (MARA) for their trust and support. He provided a comprehensive overview of CMEC Group’s historical development and global strategic footprint, highlighted the positive progress achieved in the Santiago Island Water Supply System Project in Cabo Verde, and emphasized CMEC Group’s full commitment to advancing the project with excellence—aiming to establish it as a flagship project under the Belt and Road Initiative (BRI) in West Africa. Mr. Wang noted that, backed by SINOMACH’s extensive industrial coverage, strong R&D capabilities, high degree of internationalization, and distinct advantages across the full industrial chain in agriculture and industry, CMEC Group is well positioned to deliver end-to-end solutions encompassing project planning, design consultancy, engineering construction, operation management, and financing. He stressed the Group’s readiness to closely align with Cabo Verde’s national vision for economic diversification and sustainable development. Wang expressed hope that this meeting would serve as a catalyst to support Cabo Verde’s agricultural modernization and blue economy development, thereby making greater contributions to local livelihood improvement and socio-economic advancement.


Minister Silva expressed his heartfelt appreciation to CMEC Group for the warm reception and highly commended the Group’s technical expertise and strong project execution demonstrated in the Santiago Island Water Supply System Project. He emphasized that CMEC Group’s integrated, full-industry-chain service capabilities, customized project solutions, and commitment to deep local integration align precisely with Cabo Verde’s national strategies for agricultural modernization, marine economic development, and sustainable growth. According to Minister Silva, these strengths offer concrete, practical experience and systematic approaches to addressing key development bottlenecks facing the country. He further noted that Cabo Verde and China have established a strategic partnership, underpinning solid cooperation foundations and broad prospects for future collaboration. The Ministry of Agriculture and Environment of Cabo Verde is eager to deepen pragmatic cooperation with CMEC Group in priority areas including agricultural modernization, water infrastructure development, clean energy deployment, and blue economy initiatives. Minister Silva affirmed that his ministry will continue to provide comprehensive support for CMEC Group’s operations in Cabo Verde, facilitating deeper strategic alignment and efficient resource complementarity between both sides—jointly contributing to Cabo Verde’s goals of high-quality, sustainable socio-economic development.

Also present at the meeting were members of the visiting delegation, including Moshibudi Rampedi, FAO Representative in Cabo Verde, and Carlos Alberto Gonçalves Silva, Mayor of Santa Cruz Municipality; as well as relevant executives from the Foreign Economic Cooperation Center, MARA, P. R. China, CMEC Group’s Operations Management Department, and the 8th Complete Plant Department of the CMEC Group.
