Fang Yanshui Visits Peru and Argentina to Advance Business and Conduct Field Research
From September 3 to 10, Fang Yanshui, General Manager of China Machinery Engineering Group Corporation (CMEC Group), led a delegation to South America, conducting field visits and strategic research in Peru and Argentina. The trip focused on ongoing key projects, market development, and future cooperation opportunities.
In Peru
Fang Yanshui visited the construction sites of two major projects in Lima: the Water Supply Project for the Three Major Districts of Lima and the Del Nuevo Hospital Nacional Sergio Bernales Project. On-site, he conducted in-depth inspections of construction quality, project progress, and safety management measures, and listened to detailed reports from the project delivery teams.
During the visit, Fang met with Chinese Ambassador to Peru Song Yang and Commercial Counselor Yao Ming. He briefed them on CMEC Group’s project execution and business operations in Peru, and expressed gratitude for the strong support provided by the Chinese Embassy. Ambassador Song commended CMEC Group for its active role in advancing China-Peru economic and trade cooperation and for its responsible performance as a central state-owned enterprise.
At a follow-up summary meeting, Fang fully affirmed the phased achievements of both projects. He particularly praised the Del Nuevo Hospital Nacional Sergio Bernales Project for its digital platform enabling full-process digitalization, as well as the Peruvian team’s performance in cross-cultural coordination, change and claims management, and CSR implementation. He also laid out specific requirements for the continued execution of both projects, emphasizing the need to strengthen safety foundations, innovate management mechanisms, uphold compliance in operations, tackle technical challenges, and enhance brand building.
In Argentina
Fang Yanshui met with Chinese Ambassador to Argentina Wang Wei and Commercial Counselor An Guanghui, reporting on CMEC Group’s business progress and development plans in Argentina. Ambassador Wang highly recognized CMEC Group’s professional strengths and deep market engagement in Argentina, acknowledging its outstanding achievements. He encouraged the company to further participate in infrastructure projects in transportation and energy, explore innovative cooperation models, and inject new momentum into the China-Argentina strategic partnership.
Accompanied by directors of Argentina’s National Railway Corporation (Trenes Argentinos Cargas), Fang visited the unloading site of the grain hopper car project at the Port of Buenos Aires. He also held discussions with officials from Argentina’s Secretariat of Transport. Argentine counterparts highly praised the Belgrano Freight Railway (Belgrano Cargas) Project for its significant contributions to the country’s economy and society, and expressed strong recognition of CMEC Group’s project delivery capability and professional expertise. Fang stated that CMEC Group will continue to strictly control quality and safety, aiming to build a benchmark portfolio of sustainable cooperation projects. Both sides expressed a shared desire to expand collaboration in railway modernization, rolling stock maintenance, and related fields.
At the Argentina Representative Office, Fang listened carefully to a work report and highly commended the team for its achievements in overcoming challenges to advance project delivery and market development. He praised the team’s spirit of innovation. Fang emphasized leveraging SINOMACH’s cross-sectoral strengths to further expand the Argentine market. He called for enhanced internal synergy within CMEC Group and stronger collaboration with other Chinese enterprises in Argentina, as well as improved local resource integration and service capabilities. He also urged the exploration of diversified financing channels and cooperation models. Fang provided specific guidance on aligning with Argentina’s national development plans, stressing the goal of facilitating more high-quality projects and advancing the deep and substantive implementation of China-Argentina cooperation under the Belt and Road Initiative (BRI).
Qian Xuegang, Assistant to the General Manager and Director of Safety Production at CMEC Group, along with heads of the Sixth and Seventh Complete Plant Divisions, participated in relevant activities and meetings during the trip.
