Fang Yanshui Delivers a Special Party Class and Conducts Research at CMIE
Recently, Fang Yanshui, Deputy Party Secretary and General Manager of CMEC Group, visited China Machinery International Engineering Design & Research Institute Co., Ltd (CMIE), affiliated with CMEC Group headquarters (CMEC), to deliver a lecture on the spirit of the Third Plenary Session of the 20th CPC Central Committee and to conduct research.
During his visit, Fang toured frontline departments including the Rotational Power Measurement and Control Technology Research Center, Environmental Engineering Technology Research Center, and SINOMACH Energy Conversion Technology Research Center. He listened to reports on various aspects of CMIE’s work, including the integration of party building and business operations, technological innovation, and cadre talent selection.
Fang Yanshui gave high praise to CMIE's performance in recent years as it actively responded to market changes and transformed into a technology-driven engineering company. He also commended the leadership team for playing an active role in addressing challenges brought by new situations and environments.
At the meeting, Fang delivered a Party class titled Deep Study and Earnest Implementation of the Spirit of the Third Plenary Session of the 20th CPC Central Committee: Enhancing Quality and Efficiency, and Promoting Development through Innovation.
He emphasized that the Third Plenary Session was a landmark meeting held during a critical period of promoting the construction of a strong country and the great rejuvenation of the nation through a Chinese path to modernization. He pointed out that CMIE should accurately grasp the spirit of the Third Plenary Session, deeply understand the significance of further comprehensive reform, align with national goals, synchronize with market trends, and move forward with SINOMACH and CMEC Group. The company should actively promote its transformation, enhance development quality, achieve inclusiveness and openness, and fully demonstrate the functions and mission values of state-owned enterprises. Regarding CMIE's future business operations, Fang Yanshui proposed the following specific requirements:
1. Systematic Approach: Grasp policy directions, allocate resources reasonably, plan business layout, and accelerate the transition to a technology-driven engineering company.
2. Goal-Oriented Approach: Analyze current situations and environments, set clear goals, pursue steady progress, and ensure the completion of annual targets.
3. Problem-Oriented Approach: Implement measures based on specific issues, improve systems, strengthen responsibilities, mobilize all staff, and foster a positive atmosphere for achieving overall goals.
4. Balancing Short-Term and Long-Term Goals: Coordinate the work plans for the next two years and initiate a new round of strategic planning aimed at promoting the development of emerging industries and transformation.
5. Risk Prevention and Resolution: Adhere to “bottom lines,” build “defensive lines,” and maintain “red lines.” Ensure legal and compliant operations in the context of changes in the engineering construction sector and central enterprise reforms, balancing development and safety.
Fang stressed that the development of state-owned enterprises must adhere to the leadership of the Party. Efforts should be continuously made to strengthen leadership team building, accelerate talent cultivation, integrate party building with business operations, and provide robust political, ideological, organizational, and stylistic guarantees for the company's production, operation, and transformation led by party building.
The event was attended by heads of relevant functional departments of CMEC Group, members of the leadership team of CMIE, members of the two committees, directors of specialized institutes, Party organization secretaries, heads of relevant CMIE functional departments, and Party member representatives.
