Deepen Practical Cooperation in Overseas Medical and Healthcare and Contribute to Building a Human Community for Healthcare

In order to deepen cooperation within the overseas medical and healthcare industry, promote overseas medical and healthcare development and contribute to building a human community for healthcare, on December 26, the symposium for overseas medical and healthcare industrial development, which was jointly hosted by CMEC Group and the First Strategic Client Service Department of China Export & Credit Insurance Corporation (hereinafter referred to as “Sinosure”), was held at the headquarter of China IPPR International Engineering Co., Ltd. (China IPPR), a subsidiary of China CAMC Engineering Co., Ltd. (CAMCE), which is a member enterprise of CMEC Group.
Presided over by CAMCE General Manager and China IPPR Chairman Li Haixin, the symposium was participated by over 40 persons from national ministries and commissions, financial and insurance institutions, enterprises and public institutions including Sinosure First Strategic Clients Department, China National Health Development Research Center, China Sinopharm International Corporation (hereinafter referred to as “Sinopharm International”), China Meheco Corporation (China Meheco), CAMCE, China IPPR and CNEEC. At the symposium, the participants focused on “going global” of medical and healthcare companies, discussed in a lively atmosphere about exchanges and cooperation for common development of the industry. The symposium deepened the participants’ mastery of macro-policies and understanding of the development trend of the industry, further enhanced their understanding of each other, and make the participants become more resolved in and confident of their efforts for giving play to their respective advantages, working together to explore overseas markets, advancing the development of overseas medical and healthcare services and contributing to building a human community for healthcare. 
Sinosure First Strategic Clients Department General Manager Zheng Zhongping highly recognized the results of the symposium. 
Zheng said that CMEC Group and its member enterprises including CAMCE, Sinopharm International and China Meheco are all outstanding representatives of state-owned enterprises directly under the central government, featuring high political stance and strong international business capacity. The three enterprises are natural partners, each of them has its own strengths and their industrial chains are complementary. Medical and healthcare services have a bearing on people’s wellbeing, are highly demanded and in great shortage, and particularly enjoy a broad space for development in participating countries of the Belt and Road Initiative. 
Zheng made the following suggestions: 
1.Strengthen intergovernmental communication. Establish a mechanism for cooperation between health authorities in countries particularly those countries where China has dispatched medical teams to and enjoyed a good reputation, and guide and promote implementation of medical cooperation projects;
2.Strengthen top-level design. Study the specific health needs of relevant countries and take targeted measures in light of characteristics of local conditions;
3.Strengthen country-specific industrial analyses. Explore and analyze the capacity for medical and healthcare support in specific countries and provide references for Chinese enterprises to explore overseas medical and healthcare markets. As a policy-related financial and insurance institution, Sinosure is willing to provide good services for enterprises to explore overseas medical and healthcare markets and contribute to building a human community for healthcare!
CMEC Group Party Secretary and Chairman Wang Bo said that 2023 marks the 10th anniversary of the proposal for the Belt and Road Initiative and the symposium was convened at the right time. Wang used the following four keywords to make a wonderful summary of the symposium: 
1.“Draw wisdom”
The symposium invited industrial policy experts of the health commission to make analyses and interpretations. The representative of Sinosure introduced the financial policies on and insurance products of the overseas medical and healthcare industry. The three enterprises shared their experience in and understanding of “going global” from different perspectives for the purposes of mutual inspiration and corroboration. 
2. “Pool resources”
To ensure high-quality “going global” of Chinese medical and healthcare institutions, it is mandatory to pool strength of relevant parties and ensure complementarity between resources and capability. The symposium made a good start for motivating relevant medical and healthcare enterprises to “go out” together. 
3. “Promote cooperation”
To ensure “going global” of Chinese medical and healthcare institutions, it is mandatory to promote cooperation between central enterprises, central enterprises and local enterprises, as well as central enterprises and private enterprise, meanwhile, it is mandatory for engineering construction enterprises and pharmaceutical enterprises to work together, integrate resources and create synergy. 
4. “Achieve common growth”
Through common development and successful cooperation of the projects, we have facilitated mutual learning and complementation between participating overseas medical and healthcare enterprises and increased the quality in the joint pursuit of the Belt and Road Initiative. 
Wang said that life and health are an eternal theme of the development of human society and the medical and healthcare sector is a noble cause. The overseas medical and healthcare projects vividly reflected the closer connectivity in policy, infrastructure, trade, finance and people-to-people ties under the Belt and Road Initiative. Guyana’s hospital cluster project jointly implemented by CAMCE and Sinopharm International, which are enterprises of CMEC Group, has been highly concerned by Guyana’s government and eagerly anticipated by local people. The project went smoothly and has made a record of fastest contract signing and effectiveness of project as a result of Sinosure’s great support and the mutual trust and assistance between CAMCE and Sinopharm International. He pledged that CMEC Group will its efforts to build Guyana’s hospital cluster project into a model demonstrating center enterprises’ “going global” by drawing on each other’s complementarity. CMEC Group is willing to promote the cooperative model in a wider scope, continue to give play to its advantages in medical development, work together with its partners to promote sound development of medical and healthcare services in BRI countries and benefit local people. 
Sinopharm International Chairman Zhou Song delivered a speech, noting that the symposium has built up confidence in the development of overseas medical and healthcare market and the opportunities for future development will far greater than challenges. We should seize the period of strategic opportunities and make the most of the internationalization advantages of Sinopharm International. He said, backed by the Sinosure’s policy, the model of cooperation between Sinopharm International and CMEC Group can be replicated in more “small is beautiful” projects for improving people’s wellbeing and hope to work together with partners to explore overseas partners in the pharmaceutical industry. 
China Meheco Chairman Hong Jiaqing gave a detailed introduction to the medical resource advantages of Genertec and offered a new thought on industrial cooperation. He hoped that medical and healthcare institutions work together to develop overseas public service market, give play to the synergistic effects of upstream and downstream industrial chains, motivate China’s advantageous production capacity and technologies to go global, and provide better whole-process medical and healthcare solutions in more key BRI countries. 
Wang Yunping, research fellow of China National Health Development Research Center and director of its Global Health Research Office, made a keynote speech titled “An Outlook on ‘Belt and Road’ Healthcare Cooperation Policies and Going Global of the Healthcare Industry, giving a detailed introduction to the new opportunities for and new challenges of advancing the development of the “Health Silk Road” in a new era. Wang said that China has strong capabilities in the construction of medical and healthcare infrastructures as well as manufacturing of medical equipment and pharmaceutical products. The emerging industries such as the Internet, 5G, and medical artificial intelligence have been developing vigorously, laying a solid foundation for the high-quality "going global" of China's medical and healthcare industry.
Duan Qin, Deputy Director of the Third Business Division of Sinosure’s First Strategic Clients Department, introduced Sinosure’s underwriting in typical cases in the medical and healthcare industry, analyzed the opportunities for and challenges of the overseas medical and healthcare industry, and shared his thought on the development of overseas public healthcare industry. 
CMEC Group, Sinopharm International and China Meheco shared their respective business operations and competitive advantages in the overseas medical and healthcare industry, put forward in-depth thoughts on the industrial development trends and business models as well as thoughts and suggestions on cooperation in the future.
"One flower does not make spring, while a hundred flowers in full bloom bring abundance to the garden." The participants of the symposium agreed that it will make the cooperation closer and closer, the confidence in advancing the “Health Silk Road” and building a human community for healthcare stronger, and the pace more resolute.
Also present at the symposium were CAMCE Board Secretary Rui Hong, China IPPR Deputy General Manager Xu Haitai, and relevant responsible persons of CAMCE First Engineering Business Unit, CAMCE Board Office (Office for Deepening Reform), CAMCE General Management Department, China IPPR International Engineering Design Research Institute, and China IPPR Shanghai Engineering Design Research Center.
