CMEC Convenes 2023 Q1 Business Operation Analysis Meeting

On April 25, CMEC convened its business operation analysis meeting for the first quarter of 2023. Presided over by CMEC Deputy General Manager Xie Ke, the meeting was attended online or offline by over 80 persons including CMEC leaders including CMEC Deputy Party Secretary and General Manager Fang Yanshui, leaders of Sinomach No.4 Supervision Office, as well as principal leaders of relevant departments, subsidiaries and overseas regional centers.
At the meeting, participants first of all listened to the reports made by the Operation Management Department and the Financial Management Department on the work related to business and financial performance of CMEC in the first quarter. The 5th Complete Plants Division, the 8th Complete Plants Division, China National Electric Engineering Co., Ltd., CMEC Construction Machinery Import & Export Co., Ltd., CMEC General Machinery Import & Export Co., Ltd. and CMIE made reports on their respective business operations, development of key markets and new markets, a well as specialized capacity building in the first quarter. Fang issued 2023 annual business target statements to the New Energy Division, the 2nd Complete Plants Division, the 5th Complete Plants Division and the Market Development Department, which involved change of indicators due to organizational restructuring. 
Fang commented the business operations of CMEC and made relevant work arrangements. 
He conveyed the guiding principles of Sinomach’s Q1 business operation analysis meeting and summarized the Q1 work of CMEC, noting that on the whole CMEC has demonstrated a positive growth momentum in the first quarter in total profit, operation revenue, amount of newly-signed contracts and contract turnover, etc. and making a hard-won start. 
After that, Fang Yanshui made comments on CMEC’s Q1 performance in overall planning and coordination of the domestic and overseas markets, business transformation and upgrading, professional development, model innovation, business innovation and business collaboration, as well as investment-driven EPC, etc., and pointed out the difficulties and problems of CMEC.
Fang Yanshui made work arrangements for CMEC’s next-stage business operations in the following six aspects:
First, achieve the business targets. We should make all-out efforts to carry out various business operations in the next stage so as to lay a solid foundation for fully attaining the goals of business operations of the year. CMEC will implement Sinomach’s system of business indicators involving "profit and five ratios", and further clarify the the goals and tasks. Second, ensure tangible outcomes of both domestic and overseas business operations. Internationally, we should make use of policies, operate in a proactive way, and take an active part in the international process of internationalization; domestically, we should adapt rapidly to domestic market changes, pursue advanced technologies and innovations, and demonstrate first-class professional engineering service capabilities. In advance, by strengthening professionalization, localization and development of human resources, we should optimize and innovate the financing model, strengthen effective distribution of resource elements for internal and external collaboration, establish the pattern of “two circulations”, and create differentiated competitive advantages. Third, continue promoting the development of value headquarters and give play to the functions of CMEC. By building and improving the eight major management platforms, we should improve the assessment system of business operations, strengthen management functions of risk control and IT applications, and effectively effectively enhance the capabilities of "value creation" and "business empowerment". All Party organizations should make discussions on further strengthening CMEC’s functions guidance, management, control, support and empowerment, and realizing value creation. Fourth, adopt a holistic approach to development and security, fully raise the awareness of compliance management. We should properly deal with various risk-related problems, particularly, we should give top priority to workplace safety when contracting domestic engineering projects. Fifth, continue to advance special work and enhance the governance capability of CMEC. We should attach great importance to and actively advance the campaign for reaching the world-class level, continue to carry out special work in the aspects of "reduction of accounts receivables and inventories", "governance of loss-making enterprises", "affiliation of private enterprises", "downsizing" and "cost reduction and efficiency improvement", etc., and ensure that all work targets are achieved as scheduled. Sixth, in accordance with the arrangements of Party committees of higher levels and the Party committee of CMEC, we should earnestly carry out the educational campaign themed on studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, cooperate actively with the CPC Sinomach Committee to carry out routine discipline inspection, continue to deeply advance the work about improving Party conduct and integrity and fighting against corruption, and work faster to create a new pattern of Party building of CMEC in the new era. 
Fang Yanshui called on every employee of CMEC to continue to boost morale, rise to the challenges, adopt a proactive approach, make all-out efforts for all kinds of business operations, and make new contributions to promoting high-quality development of Sinomach and CMEC Group.
